Regional disparity has long been the subject of both academic and policy debate in the developed economies. Over the years, different theories have been developed to explain the nature of the problem and policies and institutions have been adopted to rebalance regional development. Meanwhile, in the emerging economies, regional disparity has become even worse than that of developed economies at the similar stage of development. While none of the existing theories and policies have really worked well as initially described in the developed economies, or at least did not last long if ever worked, there is an emerging trend led by the emerging global power that facilitates cross-border cooperation between lagging regions and between prosperous and lagging regions to help the lagging regions to build the capability competing in the global market.
The “Silk Road Economic Belt” and the “21st Century Maritime Silk Road” (known as “One Belt One Road”) initiative is one example of this trend. The One Belt One Road initiative, supported by the earmarked fund set aside by the Chinese government, Asian Infrastructure Investment Bank, and other related financial resources and tools, aims at promoting cross-border regional cooperation through infrastructure investment to increase international accessibility, fostering industrialisation, regional financial cooperation, knowledge and technology transfer, fair trade, and cultural exchange and so on. This may provide an alternative paradigm both for theoretical grounding and policy intervention on rebalancing regional development.
This conference provides a platform for researchers and policymakers to address and debate on theories and practice of rebalancing regional development from a perspective of emerging paradigm. The conference will focus on international cooperation on factors underpinning regional development.

Submission of abstracts
Please submit proposals of papers in the form of a 400-500 word abstract (text only, no pictures, graphs or tables) to Yujing Li at email@example.com by 31st August 2016. Proposals will be considered by the Conference Programming Committee against the criteria of originality, interest and subject balance. Once accepted, full paper in the form of no more than 12000 words in Chinese or 9000 words in English should be submitted by 30th September 2016. Full paper may be selected by the Conference Academic Committee to be published by a peer reviewed journal.
Deadline for registration: 31st August 2016. Registration fees $240 or £165, or RMB1,500 can be paid through online payment or bank transfer to the following account (please make sure to note your name, affiliated organization, and CARE&RSA HASS Conference):
